A measure of human stupidity?

OK: we have the milli-Helen measure of female beauty (so the opposite must be the ship-sinking milli-maelstrom). We have the Darwin Awards (those for 2009 awaited hourly) for those who improve the species by inventive self-destructions. What we seemingly lack is an authoritative measure for human stupidity: the kind of career-long self-promotion in the cause of auto-stultification.

So Malcolm proposes the Anjem Choudary Index. Choudary's connection with reality is tenuous at the best of times (except in regard to claiming state benefits). His wikipedia entry begins:
Anjem Choudary (born in 1967) is an Islamist, the leader of Islam for UK and a follower of Omar Bakri Mohammed. He is a British citizen, and helped found two Islamist organisations - Al-Muhajiroun and The Saviour Sect - that were later designated and banned as terrorist by the British government. Choudary has urged Muslims to not cooperate with the police in fighting terrorism, and has recently called for the assassination of the Pope.
The rest of the entry amplifies that; and establishes this loon as the nadir of sense and sensibility. It's too bizarre to be certifiable, too calculating to be mocked as boneheaded. It represents depths of malevolent witlessness that are impossible to plumb with mere words. One has to gape, open-mouthed, at each example of doltishness. And now this:
An Islamic group said to have links to an extremist movement is planning to march through the Wiltshire town of Wootton Bassett.
The town has become famous for honouring British war dead returning from Afghanistan.
Islam4UK pledged the protest would be peaceful with symbolic coffins representing Muslim victims...
Islam4UK is said to call itself a "platform" for the extremist movement al-Muhajiroun.
Leader of Islam4UK, former lawyer Anjem Choudary, said the march would not coincide with a repatriation ceremony.
